Take Action: Support Internet Freedom Amendments to the FY2027 NDAA
Congress is back in session after the Republican’s unnecessary recess. The public can directly influence the Fiscal Year 2027 National Defense Authorization Act (#NDAA) by leveraging the current legislative deadlock between the House and Senate. While the Republican-led House narrowly passed its version of the bill—authorizing over $1.15 trillion, including roughly $70 billion to fund the ongoing war with Iran—the Senate has blocked the bill from moving forward, creating a critical window for public advocacy.
To simultaneously target the removal of war funding and ensure the addition of the two active Iran internet freedom bills, advocates must utilize a dual-track strategy focusing on the Senate and the upcoming House-Senate Conference Committee.
A broad, bipartisan coalition of human rights and national security groups is already lobbying to attach two specific pieces of legislation as amendments to the FY2027 NDAA. The public needs to flood congressional offices to ensure they are adopted into the final bill text.
■ Advocate for Amendment #5902 (The Iran Human Rights, Internet Freedom, and Accountability Act / S. 3900 / H.R. 7622): This bill designates the State Department to lead a whole-of-government strategy to bypass nationwide internet shutdowns, expand VPN access, and fund communication technologies to support Iranian civil society during uprisings.
■ Advocate for Amendment #6327 (The FREEDOM Act / S. 3360 / H.R. 7380): This bill mandates that federal agencies assess and scale up emerging direct-to-cell and satellite technologies so that Iranian civilians can maintain uncensored communication even during total state-enforced blackouts.
